En agriculture, s'endetter ?
[A survey on farm indebtedness]

Abstract : Surveys in several French departments aim at evaluating the effects of farm credit policies. For each farm in the sample, data from statistical surveys, the so-called structural surveys of the ministry of Agriculture, were paired with data on loans granted by the Crédit Agricole Banks. For the 1970 to 1979 period, distribution of loans to farms appears in clear agreement with the objectives of agricultural policy, particularly through the strenghtening of a shrinking group of high productive farms. This does not preclude the existence, in certain regions and types of farm, of cases where loans had no apparent effects on farm production. The general income crisis reveals that certain groups of farms face an uncertain future and, in many cases, the main use of loans is to fill the gaps in inadequate monetary incomes. In the long term, increases in farm production took place under conditions of permanent inequalities in credit distribution. Some well sized farms now experience serious monetary difficulties. It is however small farms, with little or no debts, which silently continue to disappear in large numbers. Key-words : farm indebtedness, loans, credit policy, inequalities, income crisis.

[The farms which credit bypasses]

Abstract : Which are the farms with little or no debts with the Crédit Agricole system ? Though their rate of disappearance is high, farms unencumbered with debts are still numerous and not all are part-time or retirement units. There are many likeness between them and those with low debt loads while farms with debts enabling growth process to set in are quite different. For those with low levels of debt and still more for farms entirely without debts the future is in doubt. Some of these farms bypassed by credit could have had a future.

"Priorité à l'agriculture" et sélectivité
[Farm loans as a part of the Crédit Agricole system]

Abstract : After a period of rapid development, the loans given in the seventies by the Crédit Agricole system only increased at the same rate as the whole of the loans to the French economy. Within Crédit Agicole's total operations, loans to farmer are relatively declining but those loans to farmers benefit more from subsidized interest rates. Subsidization is now mostly concentrated on certain types of loans for starting farms and modernization. An evaluation of the effects of recent reforms in this subsidization is presented on the basis of surveys in several French departments.

[Methodology]

Abstract : In each of the French departments surveyed a sample of farms was built by pairing data from agricultural statistics with farm credit data. Structural evolution and indebtedness are thus related and studied for the 1970-1979 period. Homogenous sub-groups are formed on the basis of the degree of indebtedness. Sample ageing problems are discussed in the analysis of results and proposals are made to improve the collection of data on indebtedness in farm surveys.
